Can I use PVA builder's glue (exterior white adhesive) to apply a silk backing? Not sure if it's known as Elmer's glue over there

Yes! A waterproof glue would be better but with a good finish it shouldn't be a problem.

I've done two with fabric backing and Titebond III. I don't see why your Elmer's glue should be any different.
