I'd like to ask you something, is it safe to cut through knots ON THE BELLY of a stave?
If it isn't I'd appreciate if someone told me the reasons.

Yes, just be careful to not tear them out.

Thanks for the reply @Joec123able , do you know if there's any trick to prevent you from tearing the knots? Or should a rasp do the job? I feel like a knife or something like that would be harder to control in certain angles

With a rasp, you should have no worrys of tearing out

Like Joe said. I soak knots multiple times with superthin CA as I work my way down when I'm tillering. Maybe overkill but I'm a belt and suspenders kind of guy.

I concur with the Water-Thin CA glue idea.  First I take a steel pick to them and clean out whatever punky wood can be loosened up that way, then apply Thin CA and fin sawdust.  It's not always necessary - but betimes it can save a stave that would otherwise need to become firewood.
