Who knows what this tool is used for?

This tool was in a box of old files and rasps I bought at estate sale last summer.  I have no idea what it is or what it would be used for.  Does anyone on here know anything about it?

That was a half guess, I'd wait for someone that's sure. If it is for set you would just put that slot over the saw tooth and give it a tweek. I have no idea what that tube looking thing on the right hand side is for. Could you take a close up of that

My guess is that's where you hit it with the hammer to do the tweaking.

My dad used to have a tool for setting teeth on saws and it didn't look like that
