Horn over rawhide or vise versa?

I have a bow on which i applied a rawhide backing. Now i want to add some reinforcement to the tips by adding horn tip overlays but do i glue them onto the rawhide or do i need to remove the rawhide at the tips and glue the horn to the wood?

Tips need to be applied directly to the wood.
