Red Oak Pyramid need advice.

I'm working on board bow for my 12 year old cousin. Its 59" ntn 1 1/2" at the fades and 3/8" at the tips and I'm shooting for 27-30 pounds at 24 inches. Right now, this is what it looks like at 30# at 18".
My question is do I have the right tiller shape started for a pyramid, or is it too stiff in the outer thirds? Also, am I aiming for too high a draw weight for an average sized athletic 12 year old girl?

Looks pretty good. The left limb seems a little stiff in the outer 2/3. Right limb has more action mid-limb and just looks rounder to me. I'd get the tip moving a little more on it, but it looks close.
My 14 yr-old daughter uses a 35lb/28" bow and probably pulls 25" (so around 30lb tops), so I'd say it might be a little more bow than she''d be comfortable with. Upper end at least. My kid is not real athletic though.

I think it'a looking better now, not as stiff in the outer 2/3s. I've still get several inches to go, so now the challenge is weight reduction without affecting tiller. Comments welcome.

Left limb better, still slightly stiff outer half. Right limb pretty smooth, maybe a bit in last 8". Figure on a few pounds sanding and shooting in. Also put it on the tree the other way, sometimes things look different.

When I was twelve I shot a 40 pound recurve at my draw it was probably 32-36 pounds, it wasn't a problem for me but I was used to shooting heavier compounds
