What is this?

I was cleaning up the garage and I came across this thing.  My wife bought me a set of log tongs at an auction last summer and they threw in some other junk.  This was with it.  I have no idea what it is used for.  My only guess is maybe a paint mixer?  Does anyone know what it is?

Are you serious?! You don't know what that is? It's a witchamajinger. They used to have these great long cylindrical pots that they'd cook tea in and that there witchamajinger was used in a churning/pumping motion as if churning butter to stir the tea. Once it has boiled long enough they could pull out the plunger and take the tester sips from the top. Only the finest teas were cooked and served that way so I doubt any of the common folk around here would know about it. It could easily fetch 1 maybe even 2 human dollars at the market.

Nope,  I've cleaned several and even some chiller tubes. Trust me, I wish it was as simple as that tool looks.

I've seen one of those before,  grandma ran a flea market and was a collector of all kinds of stuff. Looks almost like what we used to take milk sample with on the farm but ours was stainless. Maybe for an old style milk canister.
Not really sure though. I hope someone knows for sure. Interesting.
