I use titebond 3.  Make sure both surfaces are real smooth.  I have also used loktite superglue on horns with great success.

If it's antler I saturate the bottom with super glue to fill all voids, sand it lightly smooth,  then use either super glue or a two part epoxy.  For wood I use tb2 or 3.

Just gotta make sure your surfaces are good and flush.   I usually end up using the overlay with a piece of heavy sandpaper underneath foe the final fitting.

I always use super glue.  Like everyone else mentioned, get the surfaces perfectly flat and matching.  I clean both surfaces with acetone or alcohol and let them dry before gluing them.
I started out with nothin' and I still got most of it left

I've used super glue, both gel and thin, TBI, TBII, TBIII and 2ton epoxy, all with good success. Surface pre is the critical part of it.
