Backing scrap vine maple

As I understand it, when you split a vine maple tree, the side that faces the sky is what you want to make your bow out of, and the underside is generally considered garbage. Right?

If that's true, I'm assuming that it's because the underside lacks the strength that is needed for a suitable backing. But, I would also imagine that the underside is pretty decent in compression.
So, would it be possible to back these scrap pieces of vine maple and end up with a decent stave?
