Looks like a resharpened Angostura point.  It could be quite old:  Early archaic 8800-7500 B.P.  Real Angostra's in that condition are worth at least $200.

This could be a Gary point. The shoulderless sloping base of this type matches well.  If it was found in Tx, Arkansas, or Louisiana this could well be the type it is. They are an archaic point type.

Might be a Gary but that would mean that the base is damaged and the shoulders have been chipped away through resharpening.  Below are some East Texas Gary points.

It looks to me like it was a knife. The bottom wide part would have been in a handle the narrow (top) looks to be narrowed from re-sharpening IMHO.

I'm  with Patrick on this one. Looks like a classic Angostura that has been resharpened.

Harahay knife.  There are four beveled edges.

Forgive my novice question, but is it possible that this one was never finished? The top portion looks as though it is closer to final stages with the smaller /closer  flaking while the bigger section was still in the preform stage.?.? If you were to resharpen , would you not do the whole thing. I guess that would be impossible if it was hafted though ,wouldn't it. Never mind, I think I've answered my own questions. :D
