How to you effectively taper the backing for making laminate bows. Such as .001 per 1 inch taper?

Wood does not have to be tapered. Only times you would desire a tapered lamination, is when tillering is not possible, such as with glass belly and back, and/or with bamboo belly and back. Then you would need a tapered core, so the bow is tillered as soon you've glued the lams up.

I don't taper my backings at all. Maple 3/16", hickory 1/8", bamboo until it's flat.
