David that is a draw plate used to reduce the diameter of shafts. You drive the shaft through smaller and smaller holes until you get the diameter you want.      Pat

Jimmy, I have an old Young feather burner and an old JoJan straight multi-fletch like you have. It was given to me by a friend that got it from an old retired guy.  ;)     Pat

Ha!  Pappy's may seem somewhat "scattered" but we all know what happens when a tool of any sort is left in the wrong place.  Pappy knows where all his tools go!!!
