IMO, turkey feathers are noisy no matter what. However, the shorter the feather is near the nock, the quieter it gets.....basically, the shield cut as sailordad mentioned. You can also decrease the distance between nock and back of the feather...it seems to make the arrow quieter as well.
In general, very stiff, tall, and "pointy back" feathers are very noisy...at least that's my experience.
