The Santa Clara volcano is 20 min from me but it’s in a state park. Can you take rock from a state park? I’ll probably need to buy a park pass to go.

Yeah the Santa Clara is a large volcanic lava flow... thing...

It says there is tons of basalt... could there be obsidian?

Hands off in most State Parks. I know very little about Utah so I'm not much help.
Good luck. Hope you find what you are looking for.  :KN     :OK

You might find some BLM ground in that area, usually gathering materials is ok.  There should be knappable rocks around the cedar breaks.
