Need a glue recommendation

Hi, all. 

Looking for a craft glue that is tacky (so small joints don't require clamping), water-resistant, and preferably non-toxic. 

My 10 year old is really into making "fairy furniture" from twigs and such, to decorate the garden.  She does pretty good work, but she's been using low-temp hot glue, which makes a mess, looks cruddy with strings all over the place, and comes apart if it gets wet.  She's tried my TB3, but it isn't "sticky" so it's too hard to get complicated pieces to hold together long enough for it to cure.  If there's no non-toxic option she can wear gloves--she's a pretty responsible kid, but she IS a kid.

Any recommendations?

If no other suggestions come along you could try contact cement, at work we use one of the industrial ones to glue rubber to steel so I think it would work for you.
But it would definitely require gloves.

There is Aleene's Tacky Glue but it doesn't say if it's waterproof. I guess they'd brag about that if it was.
