Snakeskins on rawhide backing

I just finished rawhide backing a couple Osage bows and would like to cover the rawhide backing with some snakeskins. Do I need to let the rawhide cure before applying the snakeskin?  If so, for how long?  I’m using TB III to glue everything up.

At least. TB3 has a problem of curing once it is cut off from air exposure. For the first few weeks it seems to always have a few pockets of glue that hasn't set up and gone clear.
