I was just looking over the rules and in Primitive Selfbows it says that billets are allowed but in Primitive simple and complex it doesn't say that billets are allowed. Is that the case.

Billets are always allowed

I can add this clarification to the simple composite rules. Spliced billets are fine for the simple composite.
The complex-composite allows any combination of pieces joined together as long as it consists of non-metallic natural materials. So billets are no problem there.

I’m glad you asked. Questions like this provide opportunities to clarify the rules and make them better for everyone.
On a related note, the simple composite rules are still a little fuzzy when it comes to differentiating between adding pieces to build up the handle versus having a double tapered wedge either between the backing & belly laminate, or placed on the belly with gentle fades into the belly laminate. In these cases, it may be unclear if the wedge is part of the bending limb or not. It isn’t necessarily possible to tell just by looking.
