Anyone recognize this picture

A friend of mine, Terry, recently bought this older picture and is curious if anyone knows who it may be. He doesn’t have an account setup anywhere so asked me to make the post for him. So any ideas?

The pic looks familiar. I looked through Glenn St Charles', Billets to Bows to see if it was in there but it wasn't. It is the same era as many of the pics in Glenn's book but I couldn't match the pic with anyone in there.
 If you don't get an answer here try over on Trad Gang. There are guys there that might recognize him.

I was 15 or 16 and had a friend/neighbor that joined the Musconetcong Archers. (SH)
He worked for MnM Mars with Ed Cheveranack the 1956 NJ state  archery Champ. (SH)
Howard was in town visiting and hunting with Ed. Ed invited Frank to the range
for a round. Frank invited me. O:) That's Howard Hill. All those guys are gone now :'(
