this has been buggin'me for a while. Does brace height effect the draw weight? My guess would be no,because the dra wlength stays the same... is this right?

It does. Higher makes it pull more, but it is false power as the bow loses several incehs of "power stroke" as Tim Baker put it. It also stresses the wood more.
