if you were to heat treat the belly only where there are weak spots, could that stiffen these spots to improve tiller?

Yes, if it's done sympathetically. IMO it's best to blend the heat treating in evenly along the limb but just go slower, deeper and longer on the bit you want to stiffen. Personally I try to avoid the zebra stripes effect
