effective deer luring technique

I casually found this picture (Idaho circa 1980) of what appear to be a very effective and maybe primitive deer luring technique.
Though it could be of everyone interest to figure out how it works!     :-D (A)                                ;D :OK

That guy looks like he is enjoying himself. I guess he's headed for the back seat.
I think he uses buck lure instead of cologne.
