I use scissors to cut my feathers.
While I don't do it, putting piece of tape on the feather before you cut it helps to keep it in place when using scissors.

I use the Little Chopper cutters. They work great.

I have a future project planned that includes a custom fletching cut.
At that point I will either endeavor to make my own blade or purchase one from the fellow in Germany that makes them.
