If I want to back a bow that has the back sealed with shellac, what is the best way to be sure it is well cleaned before backing?

A sharp scraper gently used has always been my choice.

I think I'll go with these guys. I've used alcohol and lacquer thinner and I'm never confident that I'm not just driving it in further. It gives a nice satisfying crunch when you take it off with a scraper.
