Most shoot shafts I'm familiar with do best with second year growth. The problem with some is by the second year they are too big for shafting. My suggestion would be to cut a few appropriate shoots, bundle them together to dry, give them time to dry and season well and give them a try. By going this route you are giving the shoots the best chance to shine.
I have seen here on PA where someone made arrows from water shoots from apple trees and they were first year shoots so it is possible that persimmon would work too.
