This would be better suited to the arrows page, but my answer is the same regardless of the questions location.
I tried fixing the to dowels with poor results. Drilling out a dowel is just too much for it to retain it's strength. The point almost has to go over the wood or like a stone point inserted into a slit and wrapped well with sinew or the like.
I do use them with good results in bamboo shafting. The hole is already there it just needs widened a bit. I try to do it just ahead of a natural node as they are stronger than the straight sections between them. After adjusting the fit, just glue them in with an expanding glue(like gorilla) and stick them in. I wrap a little sinew or silk behind it just to be safe.
