I don't think that's accurate. Stiff tips have their place as do tips that work some. Stiff tips, especially if a slight recurve is added will help keep the draw smoother near the end, especially on shorter bows, reducing stack weight. So there is an advantage, but you are also effectively shortening the working limb by some measure. On an already short bow, this will strain the limb more. That extra strain could cause it to break or take more set. Either could have a negative effect on cast, so there's a down side. Like most every thing else in wood bows, you consider the trade offs.
