Sitka spruce can be used a bow wood. Seen a few.

A friend's place is full of the stuff and I never gave it consideration.
What kind if style and length?

If you determine your oak board is not going to make a bow, then cut it down to thin strips and back the spruce with it. It may be too strong for it, but you may be trying something new that works...Good Luck
