I know you said stiff handle, and I'm sure it's doable, but that stave looks to me like it's ready to be a sweet bendy handle in pretty short order.  A bit more dicey on a stiff handle.

Make whatever it allows Jordo. If it makes a killer 23" draw bow, make it 23". I learned to quit forcing my spec's on every stave I touch. Rather, grab a stave that suits my intended spec's. Granted I have a nice stash of staves to choose from.

Just Curious, but has anyone used mulberry as the belly lam in a tri-lam.

Words of wisdom, PD. Good advice.
Let the stave determine the design.
Even  a bend in the handle design is pushing it for that length of stave with a sapwood back.
When I make a bow, I like to set myself up for success. I don't make as many as I used to now that I am officially an old man. When I make I want to end up with a bow.
I'd at the very least back it with rawhide and let the handle bend.
Just thought I'd give my $ 0.02.
