Another newbie question.....youth bow dimensions.

OK, one more for the experts.!
I'd like I build my two youngest grandsons a bow.  One is 4 and the other 12.
Is there a standard, or rule of thumb for dimensions for bow design to get one down to a pull weight that they will be able to use? Of course one that will actually function as well.

If there is, I'd like to know as well. I'm planning a couple for my nieces. My plan was just to figure out their draw length and what they can pull and just scale down some hunting weight dimensions to match then slightly overbuild those dimensions and back with linen.

I've heard 20#@20" a lot for kids bows.  You could just scale down from a regular hunting bow.   There is also the school of thought that an adult is probably going to end up pulling it, so make it draw 28" so they don't blow it up. I think 30#@28" would end up being around 20#@20". 
  You could do 20#@20" and provide 20" arrows with it, so anybody pulling it will only pull to the end of the arrow, unless they want an arrow in the hand.
