Rosemary will have a woody stem and fleshy, aeromatic leaves. That is not rosemary. It might be one of the wild asters. If so it should have blue or white flowers later in the season.

Definitely not rosemary. It's impossible to tell exactly what it is by that photo. As Pat said, there are several asters that look genereally like that. More pics would help a lot to get an ID on it.
