Hickory Backing red oak Board Bows

When you back a red oak board with hickory, will you be able to use an oak board that has a lot of  run offs and still  make a good bow?

IMO Yes.

Hickory is pretty hard to find w/o any run-offs.  Just do the best you can.  The stuff is super durable and makes a pretty bomb-proof backing.

   Really depends on how severe, you could have a belly failure as much as a back failure. Get as straight as a board as you can get.. ;)
