flipped tips on short elm?

Well, I am thinking about flipping the tips on my elm bow I am working on. Is it a good idea? i draw 28" and I am shooting for about 45 pounds out of a 58" stave. I do have a bunch of arrows I messed up, so if I can only make it 26" draw that works well too.

stiff or bend in the handle?  Will it be tempered?

26" would be better for a 58" bow but if you let it bend in the handle it might just work out OK. Elm reacts well to belly tempering and in this case it might be a good idea.  ;)

Probably somewhat stiff but still working handle.
