Did you pay $110 for that stick? Wow, that's a lot of money. You could have bought five very decent boards for that same amount of money.
Anyway, since you already have it now...
Don't glue on a stiff riser. Very likely it will pop off. Instead, glue on a flexible riser with cork or layers of leather. This will just flex with the bow, but give you sufficient support in the hand, especially once covered with a leather handle.
Heat treat this bow's belly and fix the tiller. You'll likely reach 110 pounds still, or at least 100 pounds. Also narrow the tips, as they seem far too wide to me.
