So I'm going to lowes near my house. And I might pick up a red oak board. Could someone give me some design ideas

you can do the whole thing with hand tools, but those dimensions will work for you

I use a hand plane and hatchet to do everything. Don't even have an working rasp right now.
Its work, as RO is a hard wood. But its not as bad as BL. Look for a board with no grain-run-off on the back.
