I'll guess it's a hand drill shaft that you can chuck different fire tips or drills into.

Hand Drill.........
Did not know they had to be that long.
I have a bow drill that I use to fires with. 
My best time is 1 min. and 15 sec.
I can see how a hand drill would be less cumberson to carry arround.

Do you carry a fire board with you as well??
