Seems to me there was a young guy in S. Africa asking the same questions, perhaps a year ago.
Try a search for South Africa in the bows section, maybe some information he dug up will arise.
I recall he found local woods that can be cut and used for bow making. 
What type of lumbar do you have available locally?

  You only need 3 things draw knife wood rasp and some wood. Thats the way I've always made bows. If you use power tools then it's not to primitive.
