The way I do it to go to the office of the park, or land management area, and start asking there. Sometimes you can get a phone number by looking it up on the internet. Here in Texas, the people I've talked to don't like the idea of me harvesting plants on government land. Very small amounts is OK, of course, and maybe the invasive species.
