I have heard of mulefat but can't remember the other common name. Is it salt cedar? If so it makes very good, heavy and strong arrows. With most shoot material you can start out cutting shoots that are 3/8 at the base. An open end 3/8" wrench makes a good gauge.

That depends on the amount of taper. For most of what I use the 3/8" rule applies. Generally you want the nock end(cured and skinned) to be about 5/16".
