Tapered Finger Joint

In Marc St. Louis' recent article he mentioned that there is a previous PA issue that explains how to do a tapered finger joint.  Does anyone know what issue that's in?  Or even a thread that might explain it?

Also Marc has done a few build-a-longs with his Hi Performance recurve, R/D bows  but I don't see that many people doing them, I think RyanO is about the only one.  Why aren't people building more of these?  Are they just that difficult?

If you go here http://www.primitivearcher.com/pages/backissu.html PA has a pretty comprehensive list of what is in each issue.  I think Marie set that up and she did a pretty darn good job of it.  The issue in question is 17-2
