It's up to you - some make the lower slightly shorter,, some like equal length. Both'll work.
No right or wrong, just different

I agree with Timo... It is much harder to see the limbs bending evenly (for me) if the limbs are different lengths... Also if you make one limb shorter than the other that dictates early on which is top limb and which is bottom limb, some times a bow shoots better flipped upside down which you can do if both limbs are equal length.  JMO    Good luck!
