Is heat needed???

I built a jig for a reflex deflex style bows, is some source of heat needed to get the proper bend in the limbs?

Walnut, about 15 years old.

Never done Walnut that old but my guess would be rub it down with cooking oil and dry heat.I use a heat gun for that. :) Someone will probably chime in that has worked with Old Walnut.Are you making a selfbow or a backed  bow ?

walnut that old tends to be brittle go slow and be careful
if you can shoot over them , they ain't to far

If you're making a backed bow, you can glue the R/D in without heat, but your core will have to be thin and flexible enough to bend easily without breaking.
